My friend received an invitation letter to sponsor his parents. He currently receives monthly provincial disability benefits (disability social assistance) and has no other source of income. The immigration officer is not convinced that he meets the financial requirements to sponsor his parents due to his income situation. As a result, my friend is confused about how to proceed.

Questions:
  1. Is my friend allowed to sponsor his parents while receiving provincial disability social assistance?
  2. How should he respond to the immigration officer?
  3. Should he add a co-signer to the application?
  4. Do you have any advice?

1. Yes as long as he meets LICO for the number of people in his family over the past three years or the years the immigration is asking for.
2. He responds with his NOA reports for the last 3 years showing he meets income requirements. if single with no children then needs to meet LICO for 3 people.
3. In the original application, he would have included a spouse who would be the co-signer if she wants to take on the financial responsibility of his parents for 20 years.. Then 4 people.
4. He needs to meet LICO...that is the main requirement. If on disability then how would he support his parents.

It’s black and white

If he meets LICO then he’s good to go

If not , he’s not eligible

If he’s low income how would he support his parents ? It’s not the Governments responsibility

Where in Canada would provincial disability payment meet LICO? He likely never qualified but applied anyways which is why IRCC should make people submit their NOAs as part of EOI. Sadly most on disability can’t even afford food for themselves how would they support 2 other seniors?

He cannot have a co-signer then, only his spouse. When he submitted their profile, he would have said he met LICO for the past 3 years with his NOAs. There is no way around it.

IMO this is a lost cause. Sponsorship of two parents requires him to show income of over $55k and he won't be getting anywhere near that with disability. Plus he can't have a cosponsor if single. IRCC is rightly going to refuse the application.
