put something like 2099 as expiry & no need to cross the date as they use bar code reader, you must include cover letter letting them know about expiry date.

The country of issue will be india but place of issuecould be different .it couldbe any place in any country in which indian counalate or high commission where they issued the passport.

that is what I did too (put the date far in the future 2999 :-) and an explanation on a separate sheet about no expiry date(.

Today I received a letter from CPC-M, in the letter they said my application has determined to be completed and it will be process based on the date they received complete application.
The date in the letter is April 16 but was posted in April 27.

You are getting closer to approval! I got mine several days after receiving that 'completed' letter.
If I recall correctly, you have dependents on applicatino so let us know which office they will transfer your case (once you receive the approval letter) - will be curious to see if they do transfer all teh applications with dependents to local offices or if they transfer some to ottawa too.

I can not help with this question, but if you do not get the answer I think it would be fine to put either AND explain the situation on a separate page (plus you wil include the copies so they will see this for itself - I assume the pasports show place of issue)
In any case, I do not think it will be a huge problem or issue if you put either country.
I'd probably still put India (just because technically it is India that issued the passport - not Germany...)

HELLO ANIK AND APPLE TALK
I PUT expiry of national identity card date 2018-01-01 and explain it in cover lettter
