I wish i knew the answer to your question, but I do not. This was discussed in this forum couple of times, but we could not come up with the pattern.

Don't know. I can only guess. Nobody has answer to this yet. There is no defined/written criteria from CIC.

Having dependents might be a one Pattern. But some files that do not have dependents were also transferred to local offices.

Teri, Was there anything mentioning about interview in the mail requesting for passport? I don't know if interview is mandatory? Does anybody here know?
One more question. Because my case is involved in dependent. I submitted my transcripts in March to prove I'm a full time student and live with my mother's support. My e-cas said DECISION MADE and got the approval letter on May 7th. I'm still studying in my college and going to graduate in October. I don't know if they will request for transcript again? I mean, if they ask for transcript again, how can i give them, i graduate. Hope that everything will be done before October. I'm so worried.

congratulations! We are in a similar situation, it seems. My mom just had her medicals done on May 21st. The visa office is Vienna. I don't know where the medicals were sent - London or Vienna.
I am wondering if the per country quota has an effect on how quickly an application gets processed. We are from northern Europe.

Sent sponsorship application: Feb 2008
Approved sponsorship: March 2012
Medicals done: May 21

No, interview was not mentioned in email, I posted the email on the forum.
They, Vienna, did not ask for anything else from me, even not for new PCC, which I send with my documents in December.
Only medical request, nothing else.

I was so disappointed when I got LVO, Vienna, but it seems it was the luckiest thing in all this process.
