Going back to 2014 applicants, others have submitted parents apps very soon after becoming PRs so didn't have 3 years NOAs. To date I've never seen a case of an app returned or refused due to this as co-signer was meeting the income requirements.
Thanks for referring 2014. But it's still hypothetical.

Rules have changed with the process in 2017. If there is no direct stated reference available, it is not very advisable to recommend.

Your statement about, application not returned with respect to PGP 2017 program needs validation. I think everyone here will be happy if your understanding is correct. But i believe the information ( just a past reference ) available is not sufficient to claim it.

Thank you for this summary. What about the police certificates and medical exams of parents? When do those will need to be done? Are there any other documents that need to be submitted in addition to the ones listed in the Document Checklist (IMM5771E). They don't seem to be too many, that's why I wanted to confirm.

No, PCC and medical is not required at the time of application. Better you get it done once IRCC informs. The check list documents are enough. If you have Co-signer, attach NOAs or Option C (Income proof) for all 3 years for both (sponsor and Co-signer) . Many applicants this year had been asked to send their Co-signer's Option C for all 3 years after they applied as they attached only their own. IRCC asked for it even after providing SIN numbers.

if your income for the year 2014 is below LICO due to you being on EI for the first 3 months of 2014, should you still apply? income for 2015 and 2016 is above 120000.

No. You need to meet LICO for each of the 3 years individually.

Yes as long as co-signer meets income requirements, you are fine.
Thanks Rob, that's what I thought, a sponsor with zero income who just arrived in Canada, with co-signer meeting the LICO is enough to sponsor the parents.

Hi Guys, seeking some clarifications from the experienced members. Is UCCB counted towards family income for parents sponsorship. I'm marginally short of the threshold income requirements for sponsoring my parents and if UCCB is eligible to be added I will be good. Appreciate your help

You should count the income mentioned in your NOA box 150.

If you check your IT return, the Box 150 is total of three boxes
101 - Employment Income
117 - UCCB income
121 - Interest & other investment income

Total of this becomes Box 150 - Total Income.

So I believe you

Again I would disagree. The only rules that changed were in regards to the lottery system being introduced. Income qualifying remains the same as previous years.

You could be causing many people that actually do qualify via their co-signer, to miss out on sponsoring their parents.

Well I agree with you on that. No harm in trying. If it's rejected only thing to loose is 75$ processing fees.

Thanks Javiya, if UCCB is counted as income then I'm eligible. I spoke to some immigration attorneys and consultants over past couple days and they have different views on this. Some said UCCB is eligible while others said it may not qualify and asked me to file an amendment to my 2014 return to meet the income requirements.

UCCB was taxable and part of line 150 before, you should include that, now it became CCB which is not taxable anymore.
