Paper based application submitted Oct 2019, receive nothing since then

I’ve got my SINP and submitted my paper based application to Sydney.
Package delivered on Oct 21,2019, but now about 100days later, I receive no information from cic or ircc.

I wish to use the online web form to change my phone number. But because I have no application number nor UCI, I can’t submit the form. I also called the 1-888-242-2100, but no option to speak with an agent.

Then how can I change my phone number before I have an UCI or application number.

We are the same keep in touch, I am SINP paper base as well, received on 4th Dec.2019 still hear nothing.
