Do we need to know the answers of all government officials? For example: Do I need to know the name of the premier/lieutenant governor in every province?

No, there was no question for any of us till today. So dont need to know the names for each province.

No but it is best that you remember the names of at least the premier and the Lieutenant Governor of your province.
