My Dad’s PR recently expired in February, and would like To renew it. The issue is that he had not met the 700 days he had to stay, as he lived the majority of his time in India.

Is it possible for him to come To Canada on a permanent basis still? Or to re apply for his pr?

Any information regarding this would be helpful thank you.

What's his reason for not meeting the residency requirement?

Doesn't sound like he has grounds for H&C. Only option would be to fly into the US and try to enter via land border and see if he can get through without being reported. He would then have to remain in Canada for 2 years without leaving. If he gets reported you can try to appeal but sounds like PR would likely be revoked.

If he comes via usa will they allow entry and can we pick him up or will he have to use a taxi

Yes you ca go and pick him up but this may only allow him to Canada temporarily while his PR gets revoked.
