OWP sponsorship on PGWP after completion of diploma course starting fall 2024

Hi I have a doubt regarding spouse open work permit.

I have a 2 year diploma course starting in fall 2024.

According to new announcement in Jan 2024 only Master PHD students are eligible to invite spouse while they are studying.

I am clear my spouse can't come while I am studying. I want to know that once I complete my diploma studies after 2 year and gain a PGWP, can I apply for spouse open work permit that time or I wouldn't be still able to then because I studied in a diploma instead of Masters.

There has been no announcement that spouses of PGWP holders are not eligible for SOWPs. Not saying that this can change but right now spouses are eligible.
