That's not true. As many have already pointed out, you can get enough points with foreign credentials and no job offer

I am one of those :)
No Canadian education, no job offer, no PNP and I also didn't claim 3+ years of experience. I claimed points for 1 year only as it was enough.
In a time were CRS scores were low.

Right now, I don't think my wife and I would get ITA again, both masters, good english, more than 3 years... Scores are getting high.

he already said he needs a work permit, you just made an assumption about his situation and put it through the crs calculator.
That’s why your argument is invalid.

yes it is possible Someone can get a enough points and a pr through EE without being Canada , but each case is different and you shouldn’t make assumptions
The initial post was about PR, not a work permit. That was not an assumption.

My argument, once again, was against your statement that a person cannot qualify without Canadian experience, Canadain education or PNP. Your statement remains wrong.

Your score won't crack 400, so EE is impossible without job offer. Would suggest just continue staying in usa and never ever leave, highly doubt they will come after you.
I calculate my score with LIMA 200 points it will totaling more than 500 (545). LIMA is the only factor drives us towards Canada.

Have you checked the crs scores lately regarding draws? Did you overstayed your visa?
A lot of people told already that no one cares if you are out of status as long as you can disclose it. As for the CRS, I know what CRS is now. You still don't need an offer from a Canadian company. You don't need Canadian degree.
With my foreign degree and 3 years of work experience I would still get an ITA with 476 points (it used to be 481 but now it's 5 points lower due to my age).

Why are you so persistent in telling things that are easily proved wrong by using a CRS calculator?

In a time were CRS scores were low.
It is still doable. You can always choose to apply with the spouse non-accompanying and sponsor her/him later. It sucks but it's a way too.
