Outland vs Inland for spouse

Please help me make the best decision.

My fiancee came to Canada under a study permit on Sept 2013, her study permit is good until Dec 2014. She was granted the study permit by applying to Sheridan College for ESL and then to do a one year diploma in general arts. However, after a month in the EsL program she decided to change to another college because the english course was not challenging. She is currently enrolled in a web design course at Trios college and will be graduating in April of 2014. (6month program) We got married in Dec 2013, and we dont know which will be the best option for us inland or outland. If we apply outland can she just finish this program in April, stay in Canada and leave Canada in December, when her study permit expires and wait for the interview at the Lima embassy? Or does she have to keep studying in order to keep her student status?

Do you think the officials could held against her the fact that she got married inside Canada with a study permit? We have lots of proofs that this marriage is legit. By the way her study permit said not bound.

If we apply inland, can she get a working permit instead of extending her study permit? And how long would it take?
