Outland question. Can spouse move to Canada when they receive COPR?

Can my spouse move to Canada when they receive the COPR (Confirmation of Permanent Residence)? My spouse is from the USA.

Answered back in 2016. Once have COPR then have to enter the country and complete the landing formalities with CBSA , provide a Canadian address for the PR card, present customs declaration and/or goods to follow list once that all done and COPR handed back then free to enter and live in the country.
