outland interview usually needed?

my husband's application is being processed outland and he is planing to move to montreal any time soon.
Is interview a nessesary procedure for outland applications ,i thought they usually ask for that if there is some doubt....

Yes you are correct. Your husband has a 50% chance of being/or not called for an interview, it all depends on how your application is, i.e, complete and well done applications with lots of proof aren't likely to raise much red flags.
