Outland Common Law Application

I have asked questions regarding my common law application, I think my partner(sponsor) and I will go for Outland application even though we have been together and currently in Canada for almost 5 years.

Just wondering ...
Will OUTLAND application be reviewed or processed by IRCC in Canada or the immigration/embassy in my home country?

No one can say for sure where it will be processed. Could be Canada, home country, or somewhere else.
