One of my friend is curious what will happen in during his absence Test Date comes in Mail. is there anyway to communicate to CIC or what should he be doing then?

He himself need to call CIC to reschedule the test date.

If he is absent without calling, CIC will reschedule another test in a few weeks as a final test chance. Again if he doesn't call and do a no-show, CIC will close the application and he will have to apply from scratch.

For CIC's information about missing the test, see this CIC web page.

It confirms that if an applicant misses the test/interview after a FIRST notice, it will automatically be rescheduled.

Be aware, however, that CIC currently is watching for indications an applicant is not living where the applicant has last reported his or her place of residence to be, and is especially watching for indications an applicant is living or working abroad while the application is pending.

Missing the test or interview after it has been rescheduled requires proof of an acceptable (to CIC) reason/excuse, and being abroad is explicitly not an acceptable reason.

Applicants who leave Canada for more than two weeks, but nonetheless temporarily (three week holiday for example), should notify CIC in advance. This will avoid being scheduled for an interview or the test during that time period and, depending on all the circumstances of course, should minimize the risk CIC will be concerned that the applicant is among those sometimes described as applying-on-the-way-to-the-airport.
