If I have applied for visitor status restoration and the decision is not made yet and I am still waiting while the PGWP is expired, what status or statement for my current status in Canada should I choose or mention in PR application forms?

Restoration? You stated that your PGWP is still valid and you have already applied for a change to visitor status. If so, you will have Implied Status as a visitor when your PGWP expires.

I have submitted restoration application but the decision is not finalized yet.

by restoration I meant extension as visitor.

Restoration is a VERY different thing than extension. Be sure to use the proper terms.
