OPW of a spouse who is on international student study permit

I applied first time for my study permit as an international student and included my kids and a spouse (for OWP) in my application. My studies were deferred due to delay in processing of my application by one semester. While waiting for my study permit If my husband gets his OWP while we are waiting inside Canada will he be allowed to work before my study's start day.
