SINP EE last opened in first week of Jan 2016 for 500 applicants and got filled up in just 4 days. So keep an eye on their website regularly. They open anytime without prior notice.

Once you get a nomination from a province, it is your moral obligation (not a legal obligation) to stay in that province and find a job. Only when you are unsuccessful in finding a job in about 2 to 3 months, then you can move to a different province.
Legally, once you become a PR, you enjoy the mobility rights to move anywhere in Canada.
