I am using this forum 4 3 years,it seems to me that in quebec process and federal process there are diffrerence in processing app.even each embassy has different procedures and timelines,I have not seen any body in old system having ppr and med request at same time except rare cases,over qualified,i don't wanna criticize but if u scrutiny this forum it helps u a lot besides it is full of doubt about everyone's case ,someone says something 100% assurance but there are even doubt about it same case in same embassy,is it the nature of the process in canadian embassies all around the world that procedure cast doubts?what do you think
 
This may be true that there are differences in results between similar applications even at the same CHC. This is because those people who evaluate the applications are humans and may make different interpretation of the same rules. For example, one IO may think it is okay for applicants to send in certified photocopies of transcripts while another doesn't.

Definitely, different embassies have different timelines. This the CIC is open about.

Also when people saying something with 100% assurance, it is because they may have experienced a certain procedure and one sample point does not have to be accurate. Sometimes an applicant may believe he got something right but when in fact, he may have gotten it wrong but still had enough points to be approved. There are many opportunities to mislead oneself on why an application was approved.

But there are also lots of similarities between embassies. For example, they all require 67 points, and they all seem to go by the set rules for most cases of awarding points.
