Open work permit with Inland Sponsorship

Hello,
I am currently preparing documentation for my inland PR sponsorship. I am slightly confused as to where to look for documentation for Open Work Permit?
Is the following link the correct source?

This page also states that I should apply online for a work permit, but I keep reading that people send their paper application along with PR application.
"Most people must apply online. If you can’t apply online because of a disability or problem with the online application, you can apply on paper."
What is the right way?

You chose problem with online application and you follow instructions for paper application. Also, you can do research in the forum instead of creating a new thread as this has been explained several time since I think.
