So I've been reading on CIC's website and here on the forums that outland applicant are not eligible for an OWP.

I'm an outland applicant and today I received an OWP in the mail (issued Jan 23rd).
I applied for the OWP in October following my partner's Sponsorship Approval as my immigration lawyer suggested but soon realized I will most likely be refused based on the information on CIC's website and information found in various threads in this forum.

The remarks section on the OWP read: "Application in Canada has passed first stage approval"

Mind you I've already received my CoPR on Jan 2nd, prior to the issuance of the OWP and landed yesterday.

This really surprised me and just wanted to share and maybe make some sense in all this as well as help other people who might be in the same situation I was in.

Sounds like someone at CIC was napping on the job. Obviously an administrative error of some kind...

Outland applicants definitely do not qualify for OWPs.

Someone definitely made a mistake. As per the wording, that is the OWP issued to inland applicants. Whoever issued it probably assumed that you'd submitted an inland app, didn't do the proper checks and issued the OWP.
