It may seem like an idiotic question but what is the link to applying for an Open work permit online.
I have been navigating all over the CIC website but cant fine the option of uploading any documents anywhere.

Are you sending an application in for the first time? If so, send a paper application with your inland PR application. This way, they can verify there is an inland PR application filed. Otherwise, it could be hit or miss.
