Open work permit for spouse or TRV?

Hello,

Below is my scenario for reference:

1) Strong joint bank statements with my brother.
2) Multiple Properties jointly owned by me and my brother. Some owned only by me.
3) My wife is currently doing her masters completing in June. My session starts Septemeber.
4) I have 3 years of work experience working in a profession strongly related to the program I applied in
5) My wife has no work experience, No solid bank statement or assets in her name. (She's going to be my dependent)
6) I might be able to get leaves from my employer for Masters.

Should i apply for an open work permit for my wife or a TRV?

Apply for TRV then open work permit.
You need TRV to get inside Canada.
Open work permit can only be granted inside Canada.
