hi;
i am a permanent resistant but i am currently living outside of canada. my husband is not a PR and we are both going to apply for a PHD program in canada. since there is no guarantee for my husband to get a student visa and we don't want to live separately for a long time (applying for spousal sponsorship may take a long time); i was wondering if it is possible to apply for spousal open work permit for my husband when i started my PhD in canada. would it be a faster way of getting visa?

As you are a PR, the answer is definitely "NO".

Its Permanent Resident. not resistant ;)

1. You can't apply for open work permit.
2. the best option is apply for student visa.
3. Apply for his sponsorship after you land Canada.
