I have an open spousal work permit. I am employed part time but want to do some web design work on the side. I know I cannot operate a business (be self-employed) legitimately without having PR (should be through by the end of 2014) but is there a way I can declare occasional extra income on my tax return without having to register as a business? Or do I have to wait until I have PR?

I think you can start a self employed (business) already since there is no restriction either spousal or regular open work permit.

With regards to your income. It depends, if this is more than $3,500 then this will fall under self employed line 135, (if you don't want to file as self employed you can file it under other income and specfy what kind of job). if less than $3,500 put it under casual labour.
