Open Work Permit application withdrawn by IRCC and now they request TRP by mail

Hey. A friend is in the situation the title describes. She applied for an extension of her OPW, received the confirmation letter saying she could work until a decision was made and so on...but 6 months later she received a letter saying the following:

This refers to your application for a Work Permit.
No action is being taken to process your request. You have submitted your application online.
You must submit an application for a Temporary Resident Permit in paper form.
We cannot take any action in your case until such time as you re-apply by submitting a new
application by mail along with the following items:
[X] An application for a Temporary Resident Permit, and;
[X] Two recent passport size photographs of yourself, and;
[X $155 HPM receipt.

Any idea why she could have gotten this request? I personally don't understand why they mention TRP, as I've read it's a different thing from a Work Permit.

As a result of this, she's not allowed to work in the company until her situation is solved and she receives a new letter stating she is allowed BUT the website says that paper applications won't receive any confirmation letter, so the whole thing is confusing at the very least.


PS. I'm PR btw and went through multiple applications, so I feel the pain and that's why I'm trying to help her.
