I live in Canada since January 2013.
On August 2018, My PGOWP has expired and I changed my status to Student before expiry (on September 2018, I have received my study permit which is valid until 08/2019).
On September 2018, I have applied for PR under Quebec Spouse Sponsorship application and I didn't apply for OWP.
On November 2018, I have received my CSQ and I am waiting for next IRCC update for now.
Questions: based on above situation,

1) Can I apply for OWP and change my status to worker as I have applied for PR and residing within Canada? How?
2) Does it worth to apply or it is better to wait for PR as it can process fast?
