I have received a PT letter of interest from Ontario on my CIC account. So as I was preparing myself to apply based the Guide for the "French Speaking Skilled Worker Stream", I have noticed that they ask for the equivalent of a Canadian Bachelor or above. However, my ECA from WES states that my qualification are equivalent to 3 years Diploma in Electrical Engineering.
Can I still apply under that stream?
If not, can an immigration consultant be helpful?
I want also to mention that for everything else I meet or exceed the requirements.
I would really appreciate your help on this.

In that case you don't qualify to apply under the program. No - an immigration consultant can't help. The only thing that can help is if you can get your education reassessed and evaluated as at least a bachelor degree.
