Online TRV application from Canada

I want to apply visitor visa for my parents who are not in Canada, while I am a permanent resident in Canada. Is it possible for me to complete the online application here in Canada? Since I will be selecting the country of their residence, so I am guessing it will be submitted in that country?

Hello guys, I am in the same boat. Can you let me know what did you do actually?

I'm in Canada and want to apply visitor visa for my parents so that they can come here to visit us. I think I can do it online.
And since, for online application, I need to use MyCIC account, I would have to fill once extra form which is the "representative form" which needs to signed by my parents.

can you guys let me know if my understanding is correct? and if yes, how much time does it take to actually receive the visa?
