Hello,

I was trying to pay the fees online ... I have a credit/debit card... not CREDIT - and the payment keeps failing, is this why?

Also to double-check - for a spouse it is $75 + $ 475 + $490 ?

Most likely. We tried paying with Visa Electron and it failed. It went through only with the Mastercard.

Yes, the sums are correct. It's 1040 total. You can pay the 490 fee at a later time, but they will not issue the visa without it being paid.

I suggest paying all upfront if you can. There are some members on this forum who were delayed months simply because they didn't pay the RPRF up front. Most likely what happened is they asked for payment, then put the application aside to work on other stuff and then after some time came back to the application to check if the fee was paid and continued processing. You would hope that they would get notified that payment was made and pick back up the application right away to continue but that doesn't always happen.
