Online application: what does it mean "You can only apply online if you are randomly selected"?

Hi everyone,

On the official IRCC website, the eligibility criteria for online citizenship applications are described as follows:

What does the first point mean? That you can only apply online if you are randomly selected? This is very confusing.

Is there a pool we need to enter (similar to the EE PR application) from which they pick random applicants for the online mode? It doesn't seem to be the case. But then what does that point mean?

I plan to apply in July.

Doesn't mean much. They have a mechanism in their website where they display the URL to the online citizenship application page only to a percentage of the applicants possibly to throttle the volume. But that doesn't mean you can't apply.

As long as you meet the criteria, visit the following site and submit an application.
