On the official IRCC website, the eligibility criteria for online citizenship applications are described as follows:

What does the first point mean? That you can only apply online if you are randomly selected? This is very confusing.
Is there a pool we need to enter (similar to the EE PR application) from which they pick random applicants for the online mode? It doesn't seem to be the case. But then what does that point mean?
I plan to apply in July.
