Online application rejected with strange reason: Failure to submit copy of passport (bio page)

We submitted an online visa application for my mother to visit us from India about a month ago. We got a request to submit biometrics which she did, followed by a strange request to submit a copy of passport (bio page). But we had already uploaded a copy of passport front and back pages so we found this request really strange. My mother has never traveled outside India and so she doesn't have any stamps on her passport. Also her passport expires on Nov 2021 which we thought is long enough. Confused by this request I called an CIC agent. Without looking specifically at our case, she advised us to simply reupload the passport document. I followed her advise with an explanation letter attached stating that we had submitted the passport copy and reuploaded the same based on advice from a CIC agent. Note that the passport scan has no issues as far as I can tell and all the text is clearly legible .

Today I got a message from cic stating that the application is rejected for the following reason:
"To date, you have failed to comply with our request for submission of the following documents:
Copy of your passport (bio page)"

There is no other information on why our original and resubmitted passport copies are not considered. The letter also states: "You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements"

Can I reapply for visitor visa right away ? and try talk to an agent to see if I can get some clarification behind the reason for rejection ?

Looking at the supporting documents on my application, I see that the passort resubmission entry says "Uploaded - not submitted to IRCC
Uploaded Filename: PassportResubmission.pdf". Oops, looks like I just uploaded the document and didn't submit

Still I find it strange that they asked to submit the passport again. Can I just reapply right away with the same documents ?

They asked you to submit it again since you never submitted it the first time. They gave you a chance to send them the document but you didn't send it.

You can re apply but you must declare this as a visa refusal.

Thanks for your reply. Yes we uploaded but didn't submit the passport when they asked me to resubmit, but we did submit it initially along with all the other documents. I can still see that the original passport document is uploaded and submitted. So I still find it a bit strange that they asked me to resubmit the passport copy. Will apply again with a new scan just in case the original scan got corrupted.

Well, either it was corrupted or illegible. They asked for it to be resubmitted. Sorry this happened

I submitted the application again and got a notice to submit a photocopy of the information page of the passport again. This has to be a glitch right ? Why do they keep asking for this over and over with no other explanation on what's wrong with the passport copy I submitted.
