I am Currently working as a programmer Analyst in USA and I have more than 4 years of IT experience and I have created my EE profile in November and I have my CRS score exactly 400 points. Is there any chance for me to get invite from Ontario.

You might. You might not. No one can tell you what the chance is. HCP is a black box. Don't put too much hope on it. You should focus on other ways to improve your CRS score.
