I am trying to help some relatives to go to Canada. I have got a school admission for a 10-year-old boy, and I am going to help him and his mother travel to Canada. please let me know what I should do. I know that I have to firstly apply for a study permit for the son, and after that apply for a visa tourist for the mother. is this the right procedure? what if the officer will not grant the mother's visa?

So the parents need to show paid tuition plus living expenses so about $25k in total per year. Assume you are the guardian who will take care of the child in Canada. The mother will need to show funds, travel history, and ties to home country. If approved she can stay up to 6 months. She cannot work. You are the guardian so the child is living with you. If TRV is refused, child lives with you and goes to school.

As said, there must be a custodian in Canada, like you. A parent is not the guardian in Canada because the parent is not meant to live or work in Canada while the child studies. A minor studying in Canada does not need a parent as the custodian takes on that responsibility.

If a parent is on a work/study permit, then the minor doesn’t need a custodian. If the minor is just coming to study then custodian is mandatory.

So your family member will need to select a custodian and be okay with not coming with the child. TRV is not guaranteed and a separate process.
