ON PNP-reference letter needed for verification-after PPR?

Guys I am stuck in a unique situation here. Need some advice.
Got my Ontario PNP in Jul 2014. Applied to extend my Work Permit using the PNP as the previous one was expiring in Aug 2014.
My WP application was on hold since Aug 2014, and I was under implied status. Couple days back, I received an update on my application saying it has been refused. Too generic reason was given.
I also applied for my PR application in Oct 2014 but my the file has not yet been created as of today.

Now, although I have a permanent job, Ontario PNP Certificate in hand, and have submitted my PR application, I am out of status. They say I have 90 days to restore my status.
This is mind-boggling.

What should be my next steps? Please help!

Consult a Lawyer (safest bet).

You could apply for a work permit through your employer.
You can also try to Bridge your current work permit.
Ask reason for refusal in a mail or call to CIC.

I have received a reason from CIC stating "As per INT-2014-051 replacement from Ontario Ministry of Citizenship, Immigration and International Trade (O-MCIIT), Original work permits will not be issued in the scenarios where the client presents a nomination certificate issued prior to July 28, 2014 but the client’s APR application has never been submitted to CIC or if the APR application has been submitted but has not yet been created."

I don't know if there is a way to apply for a work permit through my Employer.
Since my current WP is expired, I cannot apply for the Bridge WP.

Anybody has ever received or seen this reason from CIC before? This has come out of no where.
Waiting for your feedback guys. Confused!

I did write appeal letter to ottawa with recent bank statements and also explained the situation. but it has been more than 2 months so far dint receive any response. infact i tried calling the officer who rejected my case and left voice mail and also couriered the documents and sent fax but so far no response. it is complete silence. it seems to be black hole and next to impossible to get any response.... Still praying and hoping things will work out for me. have been waiting for 7 years now.
