Old Immigration System

My wifes sister and her husband are thinking of applying for Permanent Residence. Neither of their N.O.C codes are on the list of 38.
She is a Dental Assistant and he is cook but he has no qualification papers.
Can they apply for P.R. under the old system.

I am not sure but the old system is active only for members who applied earlier before the new system came. Now one cannot apply under old system.

Seniors pls suggest.

Sorry, but no, the old system does not apply anymore, they reject any application that does not fall under the NOC List starting Feb08.
