Title: OINP Employer Job Offer (FSW Stream) – Work Permit Change, LMIA, PCC & CELPIP Questions

Hi everyone,

I recently received an invitation under the OINP Employer Job Offer: Foreign Worker stream, and I’m trying to make sure I handle everything correctly before submitting my application. I’d really appreciate insights from anyone who has been in a similar situation.

Here’s my situation:

1. Work Permit & Wage (Profile vs Current)

  • When I created my OINP profile, I had an open work permit and my wage at that time met/exceeded the median wage requirement.
  • Since then, my wage/employment details have changed (still meets requirements).
  • Question:
    Should I update this in the application with an explanation letter, or is it fine to submit as-is since eligibility is still met? Is the update is possible at this stage?
2. New LMIA-Based Closed Work Permit (Just Received)

  • I just received a closed work permit (LMIA-based) with the same employer (literally ~2 days ago), after getting the OINP invitation.
  • Question:
    Should I:
    • Update OINP with the new WP details and proceed?
    • Or continue based on my previous open WP info?
    • Any risk in switching WP type during this stage?
    • Is this even possible at this stage?
3. PCC (Police Clearance Certificate) & Proof of Funds

  • Do we need to submit:
    • Police certificates at the OINP stage, or only later during PR (IRCC)?
    • Proof of funds for this stream? (Given I already have a valid job in Canada)
4. CELPIP Expiry

  • My CELPIP will expire in about 3 months.
  • Question:
    • Is it okay to use it for OINP now and worry about renewal later?
    • Or should I retake it immediately to avoid issues for PR/Express Entry?

Would really appreciate if anyone who went through OINP (especially Employer Job Offer stream) can share:

  • What you did in similar WP change situations
  • Whether OINP is strict about profile vs current employment mismatch
  • Any pitfalls I should avoid before submitting

He recently received an invitation under the OINP Employer Job Offer stream. At the time of submitting the EOI, he had claimed points based on CELPIP results showing CLB 7. However, those language results had already crossed the 2-year validity period before the invitation was issued. Unlike Express Entry, the OINP EOI profile did not automatically adjust or remove the language points after expiry, and his score continued to reflect 63 points on the date of invitation.

Before receiving the invitation, he had reappeared for the CELPIP test, but one module was at CLB 6. Subsequently, after receiving the invitation, he retook the CELPIP again and has now obtained CLB 8.

His employer has completed their part of the process and had advised him to retake the language test, which he has successfully done.

We would appreciate guidance on how this situation should be properly explained and documented while submitting the OINP application, particularly regarding the expired language test that was originally used in the EOI and the updated valid language results now available.
