OINP Decision in Progress

Hey Guys,
My OINP application (CEC) is under Decesion in progress since 30th of July and I've submitted my application on 16th of July , has anyone's application been in DIP state for more than 43 days , just a bit concerned since they haven even asked me for any additional documents.

I called on Friday, oinp officer said that application approved and I will get email this week.

I've been trying the same number but the after the automated voice says "you're call will be placed in the queue and will be answered by someone shortly" and after that there is a consistent beep and the calls ends , I'm Calling from Ottawa too.

I tried at 9am and connected in one minute.

No communication since then

Do I need to call the same number or is there any different number for Outland candidates?
