You can apply after you’ve received an update stating you’ve been Approved in Principle. That will come towards the end of the PR process though.

However, if you’ve applied for an OWP with your PR application, you can get OHIP coverage once you’ve got full time employment, lasting for 6 months or more. You’ll just need to take a copy of your employment contract, or a letter confirming your employment status from your employer, to a Service Ontario Office.

I believe it's after you have received formal notification of AIP but others here may be able to clarify this.

This is absolutely correct. And it is always advisable to have PA covered under health insurance for emergency purposes until OHIP kicks in.

You will still have to wait another 3 months once you are able to apply.
I was under the impression that the 3 month wait doesn’t apply to OWP OHIP applicants, that the coverage starts immediately. I could be mistaken, however.

Not yet. When I called Service Ontario, they said my offer letter confirming full time, permanent employment wouldn’t suffice. I need a specific letter from my employer stating they will be employing me up until the expiry date of my OWP.

When your PR status is approved, which should be well before the expiry date of the OWP, you just need to go into Service Ontario with your COPR advising them that your status has changed, and they will issue a new OHIP card with a 5 year expiry.
