You can land at any time. It may take longer at some times than others if they have less people working, but you don't need to worry about coordinating a time.

Well here's a little tip (this applies to the Toronto Pearson airport -- not sure about other airports; might be the same though): try to get a weekday flight that lands at around 8 PM.....or 8:30 PM at the very latest. My wife landed at 9 PM, and by the time she reached the immigration officer who processed her COPR, it was already around 10 PM, and the Pearson airport's Service Canada office was already closing, and as a result, she wasn't able to apply for a SIN number right away, and ended up having to come to a local Service Canada centre to do so, a few days after.

If you can't find a flight that lands by 8:30 PM, don't worry.....it's not that big of a deal......it's just that it's more convenient to be able to apply for a SIN number right away at the airport. But if it's not possible, you can always go to a local Service Canada centre later on =).
