Even I was getting the same error. Try and fetch the exact format for your birth place that you put while submitting your application. I didn’t have the patience so I did trial and error.

CIC released new Application Status Tracking tool. According to it, my background check was passed on Oct 31, 2022! Will be expecting PR soon. Pasting the link if anybody else is interested.
