@Tiffany13, Yes i saw my ECAS is updated from IP to DM today only. it nearly took 3 months and 4 days....was on IP from July 17.

Decision made means your application is completely processed and officer has taken
his/her decision whether you will grant pr or not. there is no positive or negative indication
by that. its only tell you that cic will soon let you know either refused or PPR.

I too have this issue but this happens at office or when i connect to vpn. At home or in other places its fine.
Few months ago it was not an issue but nowadays it is.
