Does this mean my Security / Background check has been cleared?? Are there any chances of rejection even after MR?

Someone applied on 29Oct got rejected on Trackitt, I added his case in Google doc just for reference..

that they got rejected? Why, what if they didn't qualify? Not crazy. A lot of people apply and they don't qualify based on the stipulations.
