OCI and Tibetan

Hi

I am Canadian Tibetan born in India within the time frame of Citizenship Amendment Act cut off year of 1987. I have Identity Certificate i.e. yellow book or travel document but no Indian government issued birth certificate or passport.

I went to apply for OCI through BLS Toronto was denied of the bet.
Attended open house at Indian Consulate in Toronto where I have made to believe there is no hope.
But I am hopeful that is what life is all about.

I am a person of Indian Origin and Indian Citizen by birth. I have studied the ACT inside out and I am eligible. Therefore, I am going to put together a crazy application.

Any experience or knowledge regarding this matter, kindly share, would be much appreciated.
