I personally do not know exactly, but I do know two things:

1- So far, I have not seen a single applicant get a fingerprint request letter that wasn’t from Vancouver.

2- According to the call Center agent, my application is non-routine because I got a FP request. (Although another call Center agent said my application looks pretty normal right after he acknowledged my FP request).

so in summary, it’s all confusing.

My theory is that every application these days gets processed at Vancouver (as primary) for LPP. I never got FP and my BG is completed - I too have Vancouver.

I am not sure - but when I asked a CC agent if all LPPs are done in VCV, I think he said yes - another agent said not necessarily.

I really am interested in knowing if anyone who successfully got LPP done in 2-3 weeks after Test had Vancouver for LPP. The only way to know this is either GCSM or by calling, wondering if anyone had done this... the ones who clear this early usually don't bother to check so chances are that they won't even know.

I live in Vancouver, but my processing office is in Sydney.

By immigrate, do you mean as permanent residents (greencard holders)? If so, it might show you have no intention of living in Canada and just want the passport. But what do I know?

Nope. Just on a temporary work visa that's valid for 3 years.

I believe it's actually that while you must meet the physical presence of 1095-days-in-five requirement as of the day you file the application, after that, you must continue to meet the residency obligation required to maintain PR status (i.e. 730-in-five). I'm not 100% certain so I'll let someone else confirm (or maybe get around to looking it up later).

(You have to stay a PR and respect other obligations of PR status too)

How do you find the office where your application is getting processed? My wife and I finished our tests on Feb 21 and we have been waiting since then without any update.

I am wondering if non-routine cases from other provinces are assigned to Vancouver for LPP? (Vancouver as primary and Sydney as secondary),

Anyone from Toronto or other places who has had LPP cleared, knows if their LPP office was Vancouver?

I am from Montreal but as per ATIP notes, my primary office is Vancouver and secondary office is sydney. I received fp request from vancouver and cit test request from Montreal. Background and LPP is still in process

I had Prohibitions and Language completed on February 28, while Physical Presence remain in progress. I got a GU on March 21 and decided to call IRCC to find out what changed. The agent said the officer updated my file on March 19 and Physical Presence still remain in progress. The agent further mentioned that my primary office is Manitoba (MBSK) and my LPP is being worked on at the Vancouver office. I don't know what to make out of this. Perhaps the application gets transferred to the Vancouver office for further scrutiny, if you travel outside of Canada during the eligibility period.

Just traveling wont trigger something like this, maybe mismatch? I still get a feeling that all going to VCV for LPP these days as part of workload balancing, just my guess based on what I read,

I tend to agree with you, considering IRCC just cut about 3,300 jobs. Also explains why the average processing time keeps increasing.

My own small theory on this is that the number of applications may be increasing. Think back: August 2021 restrictions on covid travel started being lifted (if I remember correctly), more and more people were arriving, there was pent up demand / people with immigration files that had been approved and didn't want to come until things had been regularized.

Now it's 3 1/2 years after that, those who started arriving in summer 2021 have accumulated enough days, I think the peak of new PR arrivals and returnees (there were also a fair number of PRs who'd been stuck abroad who returned, they too now maybe have enough days) was perhaps late 2022/1H2023. Plus some temporary workers during that process of 'converting' temporary residents who became PRs and now have enough days.

To me that corresponds pretty cleanly with the slow but steady rise in processing times.

Layoffs? Maybe. But I think they'll be cutting down more in those program areas that work on the types of immigration being cut - most of all, student visas and some temporary workers.

If I'm right, I'd expect the processing times to increase slowly (not 1-for-1 increases) until about the end of this year, and stabilize/decline. I don't think that means dramatic increases in processing times (assuming no other changes).

Yes, this is a guess. A somewhat informed guess, but a guess.

I agree as well. And frankly, centralizing the citizenship application process may actually end up being more efficient. Timelines for centralized applications seem to be low, like PR card renewal. It is now down to 12 days since they .over to online application only. They have a PR card centre dedicated to processing PR card issuing and renewals.

to add, some people (dec/Jan) getting oath in 3.5 months...based on what I see on tracker

Was the e-certificate available before you emailed them the signed oath form after the oath?

No, its only after the oath. You sign the form and send it. I created my profile to download e-certificate after the oath and it gave me a link to download the e-certificate but first try, it said "e-certificate not available, try again later". I tried couple hours after and it downloaded. They will give you instructions on how to email the form, in my case, the officer that did the 1 on 1 verification told me to include her name in the subject line when I email the form, instead of the instructions on the paper to write application number and UCI. So my guess it is the officer that does the 1 on 1 verification that uploads the e-certificate and will depend on how efficient they are.

Same boat and a similar timeline, but wasn't asked for any passport copies. Just PP in progress.

Did you have many trips? I had like a day or 2 buffer only.
