My wife sent her application in for a new pr card 3 weeks ago - do they notify us that they have received the application? We haven't heard anything so far and are hoping that the application arrived with them ok.

why don't you google "CIC case status online"? you will find the link where you can check the status. Go to that CIC government site, provide enough details to identify yourself to check if there's a status update. From what I know, it takes up to 2 months before any status update is put up for any application. If you sent it 3 weeks ago, patience is the only way to go!
