The notice mentions that my application is being refused due to ineligibility under the Canadian Experience Class (CEC). However, I would like to clarify that my application is for the Human Capital Priorities (HCP) Stream, I got EOI from HCP on 18th Augwhich requires one year of full-time work experience in the past five years, either in Canada or abroad. Now they requested us to submit documents for canadian experience class.

I believe I meet all the criteria for the Human Capital Priorities Stream.
Is there any chances to get positive response from IRCC?

I am so sorry you have to go through this. I would HIGHLY recommend a) acting fast, very fast. Some cases are re-opened if the applicant takes action immediately. b) Book a consultation session with a professional immigration lawyer or a trusted RCIC consultant, they are the only ones who can truly help and give you a sound advice.
My personal advice would be to open a new EE profile (use a different email from the one you used previously) asap, regardless of what and if you speak to a consultant. Have this file as a back-up plan, you can always cancel it or withdraw your application if things works out.

Thank you so much… I am too much confused..!! Why they consider my application for CEC.. instead I applied and eligible for HCP ..

To be honest I have no idea, but I've seen people applying under the English-speaking streams being processed and refused because they didn't fit the French-speaking stream, all due to a glitch in the system. IRCC and Canada love to emphasize that getting the PR is a privilege and not a right even when you follow the rules to the T! I totally understand how you feel now, my previous application was canceled because the officer didn't like how my WES report was presented! Anyway, just act fast and don't delay.

I am an eligible for HCP. Also get EOI of HCP. Now they told me I am not eligible for CEC. But I didn’t apply for CEC.
But HCP is an EE stream so if your NOC and CRS score was taken from a CEC draw then you may not be eligible. That is why I asked about dates because there was nothing on August 18. July 18 - yes.

Yes by mistake .I got EOI on 18th July for HCP.
