Notary is required for Documents going through Paper based?

Hi,

I have applied Visa online few days and it was rejected, now I wanted to apply again through paper mode.

When I have been reading the guide it was mentioned that the documents that we enclosed are needed to notarize?

Is this mandatory for applications applying through paper mode?
