My common law partner and I plan to apply for express entry soon.
Since we are uncertain of where we will be in the next few months because of job retrenchments, etc. Would it make sense to notarize statuary declaration of common law together while we are here.. prior to even applying? does an early date matter in this case? we do have other documents but i understand you need both parties present to sign it

Can the declaration mention a date anterior to the declaration itself? If not, I'd personally do it sooner than latter.

Anyone who has to sign any document that you want to get notarized has to be present at signing. They will sign before the notary or the attorney who will then notarize the signatures. Rules may vary between jurisdictions but this is usually how it works.
