Non-resident Quebec outland Spouse sponsor

Hello, I wonder if anyone could offer some guidance.

I am a citizen, but have been living abroad for 7 years. I am beginning the process of sponsoring spouse (awaiting child's Proof of Citizenship application). We would like to move to Quebec - I have never been a Quebec resident. Since we are applying outland would it be better to indicate a non-Quebec province and then once granted move to Quebec? Or are there limitations to the mobility of PRs?

I see that I can apply to become a sponsor in Quebec, but I am doubtful of my eligibility - as I have no way to prove my income over past years, and am not a Quebec resident.

I will be grateful for your thoughts!

From what I´ve read you don´t need to provide proof of finances in the Quebec application if you´re sponsoring a spouse.

Proof of finances is for sponsoring parents, children, brothers and sisters.

There is no minimum income required to sponsor a spouse.


10.3. Sponsors who do not meet the income test
Sponsors of dependent children and of spouses, common-law partners or conjugal partners do not have to
meet financial requirements, but they do undertake to provide for the basic necessities of the
sponsored applicants so that the applicants do not need social assistance.
